Indeed, that is how British empire did at the beginning, they occupy some important ports and cities(Like HongKong) as the exchange center, not intend to control people and regime over there. But later, British empire totally overturn their trading and commercial strategy and policy. Instead, replaced it with occupation and ruling or setup a shadow power to control its people, like India. that leads to the downturn of the once great empire.
