From Magna Carta to Noble protection

We all know that Modern Society born in England. Based on my sparse history knowledge, the born of Magna Carta declare the beginning of modernity, and new form of politic system and science.

Why would the Modernity appeared in England and then Europe, rather than China in the east side? my conclusion is the balance of Noble/Rich class exists.
